License versus dedication
CC BY keeps copyright in place and grants broad permission subject to attribution. CC0 is designed to waive copyright and related rights controlled by the person applying it as fully as the law allows, with fallback terms.
Credit expectations
CC BY makes attribution a license condition. CC0 does not require attribution as a copyright condition, although voluntary credit and source records remain useful.
