The dedication reaches only controlled rights
A publisher may not control rights in every record, image, text field, personal detail, or third-party contribution. Document scope and exclusions instead of treating the dataset label as proof for every element.
Privacy and contracts remain separate
Personal data rules, confidentiality, access agreements, ethical limits, patents, trademarks, and technical terms can still apply. A public download does not by itself establish that all downstream uses are lawful.
