Waiver versus license
CC0 is a waiver and fallback license intended to remove copyright barriers. Creative Commons licenses grant permissions while keeping one or more enforceable conditions.
Conditions at a glance
CC BY requires attribution. SA requires adaptations to use the same license. NC limits commercial use. ND restricts sharing adaptations. CC0 carries none of those license conditions.
Pick for your goal
Choose CC0 for maximum reuse when you control the rights. Choose a CC license when attribution or another condition matters. Do not apply either tool to rights you do not own or control.
